Rationale
For the selected ordinary IPv4/UDP host behind provisioned xTRs, EID reachability is managed by the infrastructure. The base profile provides no endpoint attachment-update procedure that preserves communication across arbitrary new access networks. RFC 9301 section 8.2 points to LISP-MN for individual-device mobility.
