F23-GN: Yes
Rationale
The selected UDP TRANSPORT has explicit connected-neighbor address switching: it tests an alternative session with SYN, then adopts it on SYN_ACK while retaining the peer identity. The UDP plugin can create a session for a new address associated with that peer; this association still requires higher-layer validation/authentication. CADET separately retains channels and tunnel state above connections: connection loss removes a connection binding, and new paths are offered to the existing tunnel. Together these supply a bounded moving-endpoint witness with overlapping reachable access, known contacts and retained processes. This is more than stable identity alone. It does not establish automatic discovery at arbitrary attachments or successful recovery after every outage.
Assessment method
GNUnet 0.20.0 source trace; bounded architectural inference, no execution
Source context
GNUnet 0.20.0: UDP plugin, TRANSPORT neighbours and CADET peer/tunnel lifecycle
Outstanding qualification
Pin a complete GNUnet 0.20.0 runtime. Establish a CADET channel, introduce a validated second UDP locator while the old access remains available, observe ATS selection and SWITCH_SYN_SENT/SYN_ACK completion, then remove the old access. Verify unchanged peer/channel, continued traffic and no application channel recreation. Test stale contacts, failures and timeouts separately; no mobility experiment performed.
