F23-BP: Yes
Rationale
A mobile bundle endpoint can retain its EID and pending bundles while changing access contacts. Under a policy that retains rather than fails pending forwarding, BP permits later forwarding without application resubmission. A bounded witness uses provisioned numeric contacts at both attachments and the same NODE-ID credentials: the convergence-layer TCP/TLS session can be rebuilt without replacing the bundle identity or application endpoint. The selected NODE-ID authentication separates that identity from a changing IP locator. Credit concerns continued bundle delivery, not TCP stream migration or automatic discovery of an arbitrary new contact. Retention policy, reachability and bundle lifetime remain conditions.
Assessment method
Primary documentation and bounded selected-profile inference; no execution
Source context
RFC 9171 sections 4.2.5 and 5.4; RFC 9174 node authentication
Outstanding qualification
Provision both contacts and retained EID/NODE-ID credentials. Interrupt a transfer, move the endpoint and establish TCPCL at the new contact; verify delivery of the original pending bundle without resubmitting its application data. Record restart of partial CL transfer, routing decisions, duplicate handling and expiry.
