F23-BL: No

Rationale

The selected IP/Babel profile uses provisioned interfaces and locally assigned ULA prefixes. Appendix E reduces forwarding and state requirements, but its stub still originates directly attached prefixes. Retaining an endpoint IP across attachments through that mechanism therefore still requires accepted prefix origination, which corrected F23 excludes. Ordinary access permission alone does not grant that role. This No is a scope inference, not a denial of Babel mobile-node reconvergence: that works when the node participates in routing with its retained prefix. No separate host-mobility mechanism is selected. Automatic updates after initial provisioning do not remove the routing authority prerequisite.

Assessment method

Documentary inference for the selected profile under corrected F23; no runtime test
