F23-AX: Yes
Rationale
A NET/ROM node hosting a local endpoint can retain its callsign/SSID and transport circuit while changing its radio crosslink neighbors. Network forwarding selects next hops by destination callsign, while the separate circuit manager retains circuit identifiers, sequence state and end-to-end retransmission. Route announcements and crosslink replacement can therefore restore reachability to the moving circuit endpoint without a new CONNECT. This architectural witness requires convergence before retry/idle limits and retained local circuit state. It does not cover an AX.25 terminal moving between different gateway nodes: that terminal uplink is a distinct connection. Callsigns are not cryptographic authentication.
Assessment method
Primary documentation and bounded selected-profile inference; no execution
Source context
NET/ROM 1.3: circuit manager, routing manager and crosslinks
Outstanding qualification
Pin an executable NET/ROM implementation. Move the node hosting the circuit endpoint between radio neighbors while keeping its process, callsign and local terminal attached. Verify unchanged circuit IDs and sequence continuity after route updates; test timeout, stale routes and crosslink failure. No radio experiment performed.
