Rationale
SCION service-address resolution uses the control_service and discovery_service instances declared in the AS topology. This reaches configured infrastructure instances rather than independently self-declared participants under a nonexclusive shared reference. The selected numeric application-UDP profile includes no participant rendezvous protocol. As a nearby comparison, SIG Discovery can return several gateways, but those gateways are declared in the AS topology; SIG is not selected here and its administered list would not establish F22 anyway. External DNS/mDNS bootstrap discovery is also not silently added to the numeric profile. Neither service anycast/multicast nor the existence of a discovery service alone meets this criterion.
