F22-RT: Yes

Rationale

Independent identities can create SINGLE destinations with the same application/aspect name and sign their own announces. A native announce handler uses that common aspect string as its filter: Transport validates the announcement, recomputes the expected destination hash using each announced identity and passes matching identities and destinations to the callback. Collecting these callbacks yields independent candidates without an exclusive owner of the aspect name or shared identity private key. This is passive discovery from received announcements, not a network-wide query or exhaustive list. GROUP encryption is not the witness. The selected IFAC secret controls access to the transport medium, not ownership of participant identities or the aspect name.

Assessment method

Reticulum 1.5.5 source and native announce API analysis; no execution

Source context

Transport: announce validation and aspect-filter callbacks

Outstanding qualification

Use two independently generated identities with the same aspect name and a third observer on the selected serial/IFAC mesh. Check both validated callbacks, reject a wrong-aspect or invalidly signed announcement, deduplicate by full identity and establish a Link to each discovered destination. Measure missed/stale announces separately. No execution performed.
