Rationale
The declared known-peer QUIC/libp2p composition selects no Rendezvous or provider-routing discovery module. Its known Peer IDs and secure connections do not implement shared-reference multi-peer discovery. The separately specified Rendezvous protocol registers peer records under namespaces and supports discovery, so this No is limited to the current composition, not a claim that libp2p cannot provide an analogous feature. Selecting that module would require an explicit stack revision and review of registration policy and namespace control.
