F22-IP: No

Rationale

Anycast routes a packet to one interface of a shared address; multicast delivers to a set. Neither is a native operation returning independently identified participants for selection. No participant-discovery application is included in the standalone IP stack. The negative is not based on a single-owner requirement: anycast does not intrinsically require one organization.
