F22-GN: No

Rationale

In the selected TRANSPORT/CORE/CADET/R5N composition, CADET publishes and requests LEGACY_HELLO using the peer identity padded into the lookup key; GCD_search requires a known PeerIdentity. The DHT block plugin derives LEGACY_HELLO keys from the contained peer identity and DHT_HELLO keys from its hash. These records locate a particular peer, rather than independent declarations under a shared interest reference. Generic multi-value GET/PUT support alone supplies no selected declaration format and validation semantics. The test block is not an appropriate production witness. GNUnet has a separate REGEX service-discovery subsystem, explicitly documented to return matching providers; it is not selected in this column. This No is strictly a composition boundary, not a project-wide incapability.
