Rationale
The selected profile already requires mutually authenticated TLS with locally trusted certificates. QUIC connection state exposes TLS peer certificate state for application use. No JWT/login is necessary to obtain that authenticated endpoint key/certificate identity; certificate-to-account mapping remains application policy. This credits the API pattern, not execution of the selected multipath draft.
