F20-RA: Yes
Rationale
The documented IRATI RMT relays between underlying flows using a forwarding table keyed by destination address and QoS identifier. Multiple upper-layer connections share underlying neighbor flows. This provides a transit-forwarding mechanism without a mandatory entry for each upper end-to-end flow.
Assessment method
Primary architecture documentation and transit/endpoint state inventory; no runtime test
Source context
IRATI software architecture: Resource Allocator, PDUFT and RMT
Outstanding qualification
Architectural Yes for the selected normal-DIF composition. Endpoint EFCP connections, neighbor-flow state and routing tables remain necessary and are allowed by F20. This is not stateless networking or an executable state/memory measurement; optional policies are not exhaustively qualified.
