Rationale
The selected multi-hop I2P profile requires tunnel-specific transit configuration: receive/next Tunnel IDs, next peer and layer/IV keys. This is circuit state, rather than only shared destination routes or NTCP2 neighbor sessions. A tunnel pool can carry multiple application messages and flows; No does not mean a separate tunnel is required per application connection. F20 explicitly includes mandatory circuit state.
