Rationale
A transit CADET relay allocates a CadetRoute keyed by the connection identifier, with previous/next directions, activity and queue bookkeeping. handle_connection_create inserts that entry in the routes map and subsequent traffic uses it. Multiple channels can share a tunnel, but the selected overlay still requires per-end-to-end connection/circuit transit state; stateless IPv4 forwarding underneath does not remove it.
