F20-CX: Yes
Rationale
CCNx pending-Interest state is keyed by name and matching restrictions, with previous-hop records and request lifetimes. Similar requests can share an entry; satisfaction or expiry removes request state independently of any consumer-producer session. No end-to-end circuit entry is mandatory.
Assessment method
Documentary mechanism review; no active probing or runtime test
Source context
CCNx request-state semantics and HIP/DTLS handshake specifications
Outstanding qualification
Applies the existing NDN boundary consistently: this is not stateless forwarding. Distinct outstanding requests consume PIT resources, and adjacency/FIB state remains. No occupancy bound, DoS resistance or runtime verification follows.
