F18-TS: No
Rationale
The DERP forwarding path requires a connected destination or an available regional forwarder. It discards undeliverable packets rather than carrying admitted items across non-overlapping contacts.
Assessment method
Official documentation and pinned source inspection; no runtime test
Source context
Tailscale control plane and DERP source 566f89e0fb2aa4b2f1ebf98761e45e62aa5ef225
Outstanding qualification
This is a source-based service-boundary decision. Ordinary buffering during a live connection does not establish DTN custody.
