Rationale
In the selected RMT forwarding path, failure to obtain a next hop or an empty next-hop list destroys the PDU rather than retaining it for a later contact. The composition supplies no intermediary store-and-forward item lifecycle across non-overlapping contacts. Endpoint retries or a later repaired route do not establish F18.
