F17-RA: Yes
Rationale
The documented Ethernet deployment uses local configuration, DIF enrollment and an application-name directory, not DNS. Its management console is reached through a Unix socket. This supplies a DNS-free operating path for the selected local composition.
Assessment method
Primary deployment documentation and architectural dependency inference; no execution
Source context
IRATI Ethernet tutorial and software architecture documentation
Outstanding qualification
Documentary dependency trace, not a packet-capture test. Installation downloads and optional IP shims are outside this operating path. RINA naming and directory functions are still required; DNS-free does not mean directory-free.
