Rationale
In Reticulum 1.5.5, Link.identify provides verified identity and request handlers can enforce an allowed identity list. The ordinary Link packet branch nevertheless dispatches decrypted data to its callback without that request-handler allowlist. The selected profile therefore lacks a native gate covering all payload delivery; adding application packet filtering is outside this F16 task. Shared IFAC credentials do not fix the final-peer boundary.
