Rationale
The selected ordinary Interest path accepts unsigned requests: onIncomingInterest checks scope, hop limit and loops, then dispatches to the CS or forwarding strategy. It has no authenticated final-consumer allowlist before forwarding payload to a producer application. Data-signature validation authenticates returned objects, not requesting consumers. Management authorization and optional application Signed Interest policies do not supply the selected native final-peer admission/revocation contract.
