F15-RT: Yes
Rationale
The selected secret-IFAC gate precedes normal transport processing. InboundQueues.put rejects entries at configured per-class limits; the default queued mode bounds pending transport work. Together these provide early admission rejection and bounded queue state under the revised architectural F15.
Assessment method
Pinned source ordering and native admission-boundary analysis; no execution
Source context
Reticulum 1.5.5 Transport.py: InboundQueues, queue initialization and preprocess_inbound
Outstanding qualification
Credit the queued configuration with finite limits. Parsing/authentication still cost CPU before queue insertion, and preprocessing dictionaries are not all bounded by these queues. No whole-process memory bound, scheduling guarantee or minimum service under attack is established. Earlier serial experiments retain their original scope.
