F15-PI: Yes

Rationale

The PRP admission and relationship mechanisms also apply to the selected IP-carried composition: proof/policy checks gate admitted HS2 work, with bounded pending, replay and reassembly state. This is a scoped architectural Yes for that PRP boundary, using the same rule as PN and the other stacks.

Assessment method

Primary specification and source analysis; experiments are complementary

Source context

Outstanding qualification

The UDP provider finding remains: its 256 shared endpoint slots can be allocated from new tuples before PRP validation, without receive-path rollback on downstream rejection in the inspected version. Thus the protected PRP boundary does not establish protection of outer endpoint admission. Source-derived allocation concern, not an executed outage. Preserve round237 and test cleanup, new arrivals and existing sessions separately; no defect is erased by this change of criterion. Quantitative service preservation under bounded attacks is complementary validation, not a prerequisite for this architectural criterion. Historical round145 and later experimental records retain their original scope; they are not new pass/fail results under this definition. F15 now assesses CPU/state protection only. Network-capacity authorization is separate in F26; a response-byte cap by itself does not establish this F15 result.
