F15-NS: Yes
Rationale
The selected nostr-rs-relay has a configurable author whitelist that rejects unauthorized events before repository writes and broadcast. Its persistence channel has a configured finite event capacity and applies backpressure when full. Select a finite whitelist, disable pay-to-relay, and set positive EVENT/WebSocket size limits and event_persist_buffer. This combines authorization before storage work with a bounded waiting channel at the event-persistence boundary.
Assessment method
Primary documentation and pinned source review; no runtime experiment
Source context
Pinned nostr-rs-relay author admission and bounded persistence queue
Outstanding qualification
Apply these settings to both selected relays. Signature validation and parsing precede whitelist rejection and still consume CPU. A full channel suspends senders; pending sends and per-connection state are outside the channel-capacity bound. This is not a bound on total relay memory, connection count, subscription/query work or TLS cost. Admitted authors can still exhaust resources. Keep the selected in-memory repository and no-retention settings. No NIP-42, payment service, extra proxy defense or runtime availability result is credited.
