F14-PN: Yes
Rationale
The routing whitepaper security/privacy section explicitly aims to keep final-peer and full-path knowledge unnecessary for a provider or aggregation context, using opaque payloads and local labels. F14 asks for an explicit location-hiding goal and mechanism, not proof that every control exchange achieves it. Final-identity disclosure in the concrete profile remains separately open in C02.
