F13-RA: No
Rationale
The selected service registers application names and allocates peer-to-peer flows. It supplies no selected multi-sender group service with distributed group authority and membership continuity across application sessions. DIF membership organizes transport providers; it does not by itself supply that application-visible group contract.
Assessment method
Primary API, forwarding-policy documentation and pinned source assessment; no execution
Source context
IRATI application API and selected forwarding behavior
Outstanding qualification
No for the selected flow service, not a claim that group applications cannot run over RINA. A separate group-management layer or policy must specify the sender set, distributed authority and continuity before it can be credited. Multicast forwarding alone would not settle F13.
