F12-MT: No

Rationale

The selected mechanism is broadcast flooding rather than group-addressed multicast routing: the broadcast destination is common, while the channel field identifies decryption context. Forwarding does not maintain multicast member/group routes; a private channel filters readers, not a recipient-specific forwarding tree. Network relays do replicate packets, but that broadcast capability alone does not meet the row's multicast distinction. This negative does not deny one-to-many delivery, nor require a particular multicast tree algorithm.
