F11-RA: No
Rationale
The selected service buffers SDUs within transport flows, with bounded retransmission policies. DTP teardown destroys its queued data; RMT discards a PDU when no next hop is available. No deferred-delivery message store with a lifecycle independent of that transport is selected. These transient queues do not meet F11.
Assessment method
Pinned forwarding, queue-lifecycle and routing-source inspection with selected-policy documentation
Source context
IRATI RMT, DTP and link-state routing source; normal-DIF configuration
Outstanding qualification
No for the selected normal-DIF IRATI flow and routing composition, including its mobility mode. No assertion that every possible RINA policy lacks this capability. Retransmission queues and make-before-break continuity do not establish DTN storage. Source inspection and documentation only; no runtime experiment.
