Rationale
RFC 9171 defines bundle retention constraints and pending forwarding/delivery procedures, with bundle lifetime and deletion rules. A BPA can retain a bundle while communication or application delivery is unavailable, independently of transient TCP retransmission buffers. This is deferred-delivery capability, not guaranteed eventual delivery, unlimited retention, mandatory disk durability or a promise to survive every restart.
