F10-MQ: Yes
Rationale
Architectural composition inference: explicitly select a local proactive STREAM-copy policy on two validated paths. Draft-21 section 5.5 leaves path scheduling local; RFC 9000 section 2.2 permits repeated identical bytes at the same stream offset. Schedule two separately numbered/protected packets carrying the same stream range while the first is unacknowledged, without waiting for loss, within each path congestion window. This is optional transport policy, not a standardized scheduler or a claim that XQUIC implements draft-21.
Assessment method
Documentary analysis
Source context
Primary specification / explicit profile inference
Outstanding qualification
Bind this explicit policy to a draft-21 implementation. Verify distinct path IDs and correct per-path packet numbers/nonces, independent ACK and congestion accounting, single application delivery, canceled redundant work after acknowledgment, unequal MTUs and failed paths. Establish physical diversity and measure overhead. The XQUIC draft-05/06 evidence is a mechanism precedent only; interoperability and performance have not been tested.
