Rationale
The pinned pathfinder selects one current path per destination and router.handleTraffic selects one next peer. Alternate topology and concurrent traffic to different destinations do not establish concurrent paths for the same delivery. The selected ordinary TCP underlay excludes MPTCP and custom scheduling.
