F09-IL: Yes
Rationale
The IETF126/Vienna report documents one regular TCP CUBIC flow using several concurrent NID-to-L64 bindings. The network layer supplies multipath operation without MPTCP or a modified application. Figure 4 identifies four Locator paths and the report explains activation of additional interfaces during the same flow.
Assessment method
Primary experiment/release documentation review
Source context
ILNP project experiment and release records
Outstanding qualification
Project-attributed FreeBSD 14.3 ILNP v1.2.0 witness, not an independent rerun. The demo also contains newer draft refinements; credit only the ordinary-TCP multiple-Locator mechanism, not wholesale equivalence with every 2012 wire detail. The 4 Mbit/s demonstration and similar paths do not establish performance, physical path disjointness or multipath-aware congestion control.
