F09-CX: Yes

Rationale

Apply the same useful-copy interpretation already used for BP, CGR and Nostr: two proactive copies of one requested object can carry useful redundant data concurrently. Athena sends an Interest to every configured send-ready next hop; two independent UDP replica branches can return the same immutable signed object with overlapping transmissions before the first return consumes the converging PIT entry. Distinct segments or aggregate throughput gains are not required by the existing criterion.

Assessment method

Documentary composition and source inspection; no runtime execution

Source context

Pinned PARC consumer/forwarder sources and cross-column criterion consistency

Outstanding qualification

This corrects the extra distinct-portions requirement introduced in revision 2.75; it does not change F09. Use two independently serviceable branches, identical object bytes/hash and a local cache miss, with no shared serialization bottleneck forcing non-overlap. Verify actual payload overlap and first-response suppression before runtime qualification. Multiple sockets or queued requests alone do not suffice. The verdict is a supported documentary composition, like F09-CG, not a measured scheduler, physical-diversity result or complete ECDSA implementation. F10 remains the separate proactive-duplication property.
