Rationale
The selected I2P destination/tunnel layer does not include the end-to-end Streaming library. NTCP2 is a router-to-router TCP transport, not a migratable end-to-end application connection. Tunnel replacement and destination recovery therefore do not supply F08 in this composition. This negative must not be generalized to I2P applications using Streaming.
