Rationale
PRP Architecture section 4.2 defines a persistent continuity and authorization context that can exist without a session, path or carrier. Relationship Lifecycle section 4 separates relationship policy, session generation, trajectories and aliases. This establishes the persistent context required by F05 for both carrier profiles; it does not certify storage durability, recovery implementation or application permissions.
