Rationale

The selected PRP identity profile uses an IDENTITY SCIR whose suite-defined digest commits to canonical public-key material. A verifier can recompute that reference independently of a route or locator and use the committed key to check protocol possession evidence. The reference itself neither proves current possession nor grants authorization; locator independence does not guarantee discovery or reachability.
