F04-HP: Yes
Rationale
The HIT is derived from the Host Identity public key, and the base exchange authenticates possession of that identity independently of the current locator. The selected pinned HI/HIT therefore supplies a cryptographic reference that survives a locator change.
Assessment method
Documentary capability and suite review; no runtime execution
Source context
Primary HIP/CCNx specifications and unchanged selected profiles
Outstanding qualification
The selected ECDSA identity and its acceptance policy remain necessary. A stable reference alone does not decide authorization persistence, privacy or runtime mobility.
