F03-RA: No
Rationale
Stable application names do not eliminate routed address assignment. RINA assigns IPC-process addresses within each DIF; these are location-dependent forwarding names. The selected IRATI deployment configures name-to-address mappings per DIF, including separate mobile-provider and Internet-DIF instances. This fails the complete-stack requirement to dispense with attachment-related locator assignment.
Assessment method
Architecture, configuration and documented mobility-mode inspection; no new runtime test
Source context
ETSI RINA architecture report and IRATI configuration/mobility documentation
Outstanding qualification
Application users need not configure IP addresses. Flat addresses can survive access-point changes inside one DIF; F03 does not require renumbering on every move. This verdict concerns DIF-scoped routed addressing, not Ethernet setup, trust policy or session-local port labels. See ETSI sections 7.1 and 7.4 and IRATI README section 3.2.2.3.
