Rationale

PRP participants use cryptographic identities and scoped selectors rather than an assigned participant IP address. F02 excludes transport-underlay addressing uniformly: the IP-carried profile still requires its IPv4/UDP substrate, while native PRP does not. Neither result promises automatic trust, discovery, route policy or carrier setup.
