Rationale
The selected QUIC endpoint uses IP/UDP addresses to establish and validate transport paths. Connection IDs demultiplex connections and support migration; they do not create a participant-address namespace that removes endpoint IP provisioning. Locally configured certificates do not replace these transport addresses.
