The participant is identified by a locally derived Peer ID, separate from its transport multiaddresses. IP listeners and reachable transport addresses still need setup in the selected QUIC stack. F02 credits only absence of assigned participant IP addressing, applying the same underlay exclusion as for Yggdrasil/cjdns.
