F02-HP: Yes
Rationale
HIP presents a self-generated Host Identity Tag to the upper layer, separately from the underlying routed IP locator. A participant does not need an assigned topology-dependent address at that identity layer.
Assessment method
Documentary capability and suite review; no runtime execution
Source context
Primary HIP/CCNx specifications and unchanged selected profiles
Outstanding qualification
The 128-bit HIT uses an ORCHID prefix but is not a routed locator. Underlying IPv4 configuration remains required and separately assessed in F01/F03; this is not zero-configuration deployment.
