Rationale
The complete selected composition retains IP dependencies: it explicitly uses IPv6 Router Advertisements and neighbour discovery, plus conventional DNS transport. ILNPv6 reinterprets the IPv6-format identifier/locator fields rather than adding an outer IPv6 tunnel; that distinction does not remove these selected support dependencies.
