E05-RI: Yes

Rationale

The City of London Smart City Programme report for 28 January 2022 identifies Urban Controls as managing its existing Wi-SUN street-lighting mesh. The Wi-SUN Alliance separately reports completion of the municipal FAN deployment in February 2021, naming Itron, Urban Control and DW Windsor. The Alliance-authored FAN overview and TI implementation documentation identify IPv6, 6LoWPAN and RPL in the FAN network stack. Together these document practical municipal adoption of IPv6/RPL IoT networking by an external service operator. The mapping from the named FAN deployment to its network protocols is a documentary inference.

Assessment method

Primary operator evidence and explicit component mapping under revised E05

Source context

City of London municipal report; Wi-SUN Alliance deployment accounts and FAN overview; TI stack documentation

Outstanding qualification

Credit the existing street-lighting network, not the proposed environmental-sensor pilots in the same municipal report. The deployment includes Wi-SUN frequency hopping and its security integration; it does not attest the selected end-to-end DTLS 1.3 PSK profile, exact binaries or every routing option. The 2017 FAN overview is an informational Internet-Draft, not an adopted IETF standard; TI documentation corroborates the component mapping. No private configuration, packet capture, uptime, scale or interoperability certification was obtained. Municipal use is independent of the RPL author team; supplier participation is disclosed.
