E05-NS: Yes

Rationale

Kirino's 21 December 2023 operator account identifies relay.nostr.wirednet.jp and companion relays and describes real client event/REQ processing over WebSocket using Nostream. The same operator's 11 December 2024 annual report states that the Japanese and globally open relays operated through the year, with monthly maintenance and actual user traffic. The two accounts span 356 days. Nostream documents the basic NIP-01 flow. Together these support sustained operation of the basic event-relay role by an external community operator, rather than a research demonstration.

Assessment method

Primary documentation and pinned source review; no runtime experiment

Source context

Dated Kirino operator accounts and Nostream basic protocol documentation

Outstanding qualification

Historical role-level documentary inference, matching the adoption granularity used for Tor, AX.25/NET/ROM and batman-adv. The global relay is the witness; regional IP filtering is not imported into the selected profile. Kirino contributed SQL optimizations and filtering tooling to an existing Nostream deployment; this contribution is disclosed and is not a second-independent-implementation claim. Credit basic event publication/REQ retrieval, not optional authentication, encryption extensions or a guaranteed service level. Exact TLS builds, optional padding, client multi-relay policy and every study-specific configuration are not attested. In particular the operator used persistent PostgreSQL and logs, not the separate historical C08 memory-only nostr-rs-relay witness. No live WebSocket transaction or runtime qualification was performed. E05 uses the owner-approved adoption rule from revision 6.40. Deployment differences are disclosed rather than imported into the technical column. Independence is assessed from public operator attribution and role, not a private affiliation audit. No runtime, security, uptime or full-profile certification is implied.
