E05-I2: Yes

Rationale

I2P announced StormyCloud's operational outproxy on 4 August 2022. A November 2022 direct interview describes the nonprofit's independently operated servers serving community traffic; the January 2023 project account explicitly identifies the service as third-party operated rather than hosted or maintained by I2P. On 16 September 2023 a community report reproduced the operator's one-year service anniversary statement. These dated records support more than six months of real-user I2P destination/tunnel service by an external organization.

Assessment method

Primary documentation and pinned source review; no runtime experiment

Source context

Dated I2P announcement and direct StormyCloud operator accounts

Outstanding qualification

Historical role-level documentary inference, using the same adoption granularity as Tor, AX.25/NET/ROM, batman-adv and Nostr. Credit the I2P destination/tunnel role serving users in 2022-2023, not the outproxy's separate clearnet forwarding capability. Cooperation with I2P developers is disclosed; independent operation here means separately administered infrastructure, not an absence of collaboration or a second independent implementation. These sources do not attest the selected later i2pd 2.58.0 hybrid type-6 session, exact NTCP2-only transport policy, private-address bootstrap configuration or isolated-key/no-history options. No post-quantum deployment or every optional setting is credited by this adoption result. No live service test, traffic count, uninterrupted uptime or present governance independence is inferred. E05 uses the owner-approved adoption rule from revision 6.40. Deployment differences are disclosed rather than imported into the technical column. Independence is assessed from public operator attribution and role, not a private affiliation audit. No runtime, security, uptime or full-profile certification is implied.
