E05-HP: Yes

Rationale

The Tempered customer case study identifies the City of Meridian Public Works Department and its network administrator Eli Daniel. It describes deployed Airwall gateways connecting 26 water and wastewater sites to City Hall for operational monitoring, plus use by other municipal departments. The product documentation explicitly identifies Host Identity Protocol as the basis of Airwall. Together these support practical HIP adoption by a municipal operator independent of the protocol author team, rather than a vendor-only laboratory deployment. The product-to-protocol mapping is documentary.

Assessment method

Attributed customer operation and product-to-protocol mapping under revised E05

Source context

Tempered City of Meridian customer case study, pages 1–3; Airwall HIP documentation

Outstanding qualification

The case study is vendor-published with attributed customer statements; it is not an independent operational audit. Its 2020 copyright and reported three years of use do not establish exact commissioning dates or continuous current operation. The deployed system includes Airwall gateways, a cloud Conductor and Relays. Those management features and all security, availability or cost claims remain product-specific. Exact HIP version, ECDSA P-256 and ESP cipher choices of the selected technical column are not attested. No municipal endpoint was contacted, no network test was performed and no additional technical verdict changes.
