E04-TO: Yes
Rationale
Dhungel, Steiner, Rimac, Hilt and Ross, Waiting for Anonymity: Understanding Delays in Tor, report an instrumented experiment through public Tor relays. Ten probes per reachable relay and timestamp/network-latency measurements expose cell transit delay. The study describes setup, sampling and numerical results; the shared measured mechanism is Tor relay cell forwarding.
Assessment method
Revised E04 documentary assessment; no runtime experiment
Source context
External academic measurement study of an existing implementation
Outstanding qualification
The NYU/Bell Labs authors are external to the Tor implementation authors. Their instrumented client uses two-hop circuits and an exit, not the selected authorized v3 onion service. Credit relay transit measurements only: no onion-service rendezvous, authorization, Conflux, present-day latency or complete selected-profile benchmark. Probe failures and historical sampling limit representativeness; inferred queuing delay depends on the stated latency subtraction. No new experiment or exhaustive affiliation audit.
