E04-RA: Yes

Rationale

Jeroen van Leur and Jeroen Klomp published an independent University of Amsterdam assessment of IRATI in February 2016. It reports RTT and throughput measurements with method, topology and software versions: Debian/KVM, Ethernet shims and normal DIFs, including master 9d796f2 and pristine-1.4 9ce9644. This directly supplies external quantitative implementation evidence.

Assessment method

Primary independent report or pinned recovery-policy source inspection; no local execution

Source context

University of Amsterdam IRATI assessment

Outstanding qualification

Historical small virtual testbed, not the current source revision or the Wi-Fi mobility mode. Developer assistance is acknowledged; the authors are distinct from the developers. The report also found routing/resilience limitations. Yes records the existence of measurements, not a favorable performance verdict or current-profile certification. See sections 4.1-4.3 and 5.1-5.2.
