E04-LT: Yes
Rationale
Ding Wang, Ethan Wang and Ruhai Wang publish measurements of ION 4.1.1 on a three-PC cislunar relay testbed. Table 1 identifies Fedora 38, 100% red LTP data, segment and buffer settings, link delays/error rates and 16 repetitions. Numerical goodput results measure the existing reliable LTP transfer mechanism. Author affiliations are outside JPL, which is credited for the implementation; the study declares no conflict of interest.
Assessment method
Revised E04 documentary assessment of existing implementation measurements
Source context
External Sensors 2025 cislunar testbed study, Table 1 and Sections 5–7
Outstanding qualification
The study uses UDP/IP/PPP and mixed convergence-layer paths, not our Encapsulation/AOS binding. Credit external measurements of all-red LTP only, not BPSec, AOS, complete selected-stack performance or mission conformance. Link disruption was not introduced. The paper acknowledges uncontrolled UDP congestion loss as a testbed artifact. Discussions with protocol developers are disclosed; independence means external execution of the existing implementation, not absence of technical contact. No new experiment or exhaustive affiliation audit.
