E04-IP: Yes
Rationale
RIPE Atlas publishes ICMP echo measurements with timestamped RTT samples and repeatable measurement definitions. Retrieved measurement 1001 records IPv4 ping, a 240-second interval and three packets; retained public anchor results identify firmware 5130, measurement version 2.6.4, packet size 32, source/destination addresses and individual RTTs. Anchors 6251, 6313 and 6316 each report three replies; their source addresses equal their public reporting addresses. This is external measured IP/ICMP behavior with inspectable inputs and results, not a theoretical header calculation.
Assessment method
Primary documentary evidence review; no new protocol execution
Source context
Evidence checked 2026-10-15; versions and hashes in round234-sources.json
Outstanding qualification
Credit published ICMP RTT evidence only. Neither low RTT nor the absence of a source-address mismatch proves a particular path, absence of all middleboxes, global-scale capacity or the full selected profile. API reads retrieved existing results; no probe traffic was scheduled. The RTT values are not comparisons against PRP and do not resolve G05 or F15.
